Anyone can "Lead" a trump, and others have to follow suit if they have any in their hand. But that is not what I think Q means!
The ideal time to play a trump card is when your opponent would otherwise be winning the trick in some other suit (i.e., not the trump suit).
In bridge, a player must follow suit if they have any left, so "Trumping an opponent's ace" for example (or other would-be winner) often has to be set up by earlier play of the hand (possibly by stripping out losers ahead of the play in question).
SUMMARY: We play a Trump card to win a trick that the opponent would otherwise have won.

QQ wonders why and how UK/AUS agents knew what was in US Government confidential FISA packages. He insinuates that Obama is the only one that could authorize such access, when he talks about "chain of command".
He goes over the fact that the DNC/Clinton people paid for the "dossier"
He goes over the Nunes statement that the FISA material did not come from Fvey through "normal" channels and with the normal papoer trail.
Q explains that our alleged ally, the UK, completed the collection of false data. And that they were used to circumvent laws prohibiting the US from "spying" on its own citizens.
Q then expalins, again, that all of this is "Treason-Sedition-Corruption at the highest levels of GOV (WW)."
Keep in mind that those actors in the Fvey countries could se thought of as having commited TREASON/SEDITION against thier own countries.
Recall that President Trump has stated that foriegn countries (not identified, likely UK/AUS) called him with "concerns" about his releasing this information.
So then, Q says this;

It's likely Q is referring to the bridge between the US and its allies who have committed the above acts against the US. He wants us to think about how we REPAIR A BRIDGE between us and our allies, and their corrupt intelligence agencies without CLOSING IT DOWN.

The third link is to the second (v2) "scope memo" from [RR]. Note that it is heavily redacted. Q explains that it is classfified only to select Attorney General and Deputy Attorney General (read at terminal only) status. And yet members of the Senate fix their mouths to act like they know its contents.
AND, members of the Senate (R+D) have stated officialy that no direct evidence exists (under the original scope of Russia collusion).
