Retired military personnel can be ‘recalled to active duty’ and tried by courts martial if their crimes will reflect poorly on the services.

I’m not sure about Vets who spent some time but haven’t retired.

Anyone who is a retired military member can be recalled to active duty and tried for crimes. This is the only exception I know of from double jeopardy. That is, they can be convicted in civilian criminal court AND be convicted by a military court martial.

I don’t know of any examples of this, but it is legally possible from what I understand.
