I think he was talking about the German Shepherds and just made a tangent. Said he wouldn’t mind having a dog but he just doesn’t have the time. Then when someone mentioned Obama had one he said he just felt like it would be a phony political thing to do.
There is an old expression some attribute to Truman that says “if you want a friend in Washington get a dog”. There have been articles in MSM that Trump is the first president without a dog.
