I missed the definition of 5:5

I found something in Clancys Red Rabbits last night. We have been talking about the definition of 5:5 and I had been thinking it meant Loud and Clear but then I read this: Damn, Ryan observed. This is reliable? Very much so, Its a five-five, Jack By that he meant tht the source was rated five on a scale of five for reliability, and the importance of the information reported was graded the same way.
So it means reliable source, important information.

The other end of that scale is the oft-used “0:0” by SC-Mueller.
It means, “we got nothing”. “make sh!t up for the press”.
It means that the information is from a source that is rated five on a scale of five for reliability, and five out of five for importance of the information.
The term has its origins in the Q code used for commercial radiotelegraph communication, and later adopted by other radio services, especially amateur radio. The first number is the answer to the question "How do you receive me?" (Q code QRK), typically answered with "I am receiving (15)" where 1 is unreadable and 5 is perfect. The second number is the answer to the question "What is the strength of my signals?" (Q code QSA), typically answered with "The strength of your signals is ... (1 to 5).". "5 by 5" was the answer to the QRK/QSA questions to indicate the best quality signal. "5 by 5" being the best quality was applied to other things by analogy.
Not many, if any, know that the Q CODE is for radio communications.
