That may be - it was frightfully expensive at the time for us as a married couple. We had to go through some kind of FBI check - not the whole thing, but I remember some paperwork involving them, fingerprinting, etc. We had a homestudy and references from friends, etc., they even interviewed our other two children to make sure they were in agreement.

I know that at the time we understood that once the children reached the age of 16, they were no longer allowed to live in the orphanages and were dismissed with $10.00. Not a lot of choices at 16 with $10 in your pocket in Mother Russia.

Many didn't survive through their mid twenties.

I have an acquaintance, Alex Krutov, who survived his mother throwing him in a dumpster when he was three days old, and the whole orphanage life, and started a jobs/life skills training for graduates of the orphanages. He wrote a book entitled, "Infinitely More". It's on Amazon.

Such tragedy there. Breaks ones heart. They sure made it hard to do the right thing. Some powerful sickos did game the system. You mention FBI and the tests. Some were rubber stamped.
