Carl E. Rhudy, Navy captain and executive, dies at 75
Carl E. Rhudy, a retired Navy captain and veteran of two wars who became a director at defense contractor CACI International in Arlington, died May 27 at Virginia Hospital Center in Arlington. He was 75.
He had a heart attack, said his daughter, Donna Rhudy.
Capt. Rhudy, a Lake Ridge resident, served 38 years in the Navy before retiring in 1993. In 1991, he became one of the first limited duty officers to be promoted to the rank of captain. Until the 1990s, LDOs, who are officers commissioned based on their technical background and leadership potential, were not eligible for the promotion.
The majority of his career was spent in telecommunications. He was the former assistant chief of staff for operations of the U.S. 7th Fleet and a commanding officer of the Naval Computer and Telecommunications Station, both based in Yokosuka, Japan.
Capt. Rhudys final active-duty assignment was as commanding officer at a Navy computer and telecommunications station in Guam, where he helped modernize communications systems.
After his military retirement, he worked as a contractor and telecommunications expert at CACI International.
Carl Emory Rhudy was born in Girard, Kan., and moved to the Washington region in 1987. He was a veteran of the Vietnam War and the Persian Gulf War. He participated in the recovery of the American merchant ship SS Mayaguez and its crew after they were seized by Cambodian forces toward the end of the Vietnam War.
His military decorations included the Distinguished Service Medal, the Legion of Merit, two awards of the Meritorious Service Medal and three awards of the Navy Commendation Medal.
Survivors include his wife of 55 years, Kay Musha Rhudy of Lake Ridge; a daughter, Donna Rhudy of Arlington; two sisters; a brother; and a granddaughter.

One of the things that struck me about the photo of PDJT at Arlington was that he looks serious and the other three people seem to be chuckling.

For the past 20 years until his death, Captain Rhudy served as Director for CACI International, Inc. where he recruited, trained and personally established and led a team of 50 telecommunications experts who provided video conferencing on board Naval ships and video services worldwide for the Defense Information Systems Agency serving CONUS, Europe, the Pacific, and Southwest Asia. Captain Rhudy was instrumental in the deployment of the Afghanistan Theater Video Bridge, the first known implementation of a Department of Defense cross domain solution for video conferencing.
