To me, it looks like the temporary re-opening allows
1. POTUS to give the SOTU
2. the government workers to be paid, thereby lessening any hardship.
Now NP will have no excuse not to be there. (Same for RBG) I doubt he would use the SOTU to arrest her and her ilk, but wouldn’t that be great? And the threat that he might would have to make a LOT of congressvermin VERY NERVOUS. Maybe PANICKED?
