Based on the cars, I am thinking late 40's. LA looks very different today. Most of the houses and buildings shown are long gone.

Looks like the film was shot in the Bunker Hill area, based on inclines and the position of City Hall in the background. Yep. I recognized the neighborhood instantly.

Lots and lots of smog. Not much different than today from what Im told. I grew up in Los Angeles. There is far less smog there today, than there was in decades past.
