If Bush43 was in a hurry, there is likely a list of “cleared” tailors that can be contracted quickly without any USSS rigmarole. Bush43 may have wanted a “famous” tailor for his suit.

I usually think that people want the familiar. If someone has pleased them before, then they’ll go out of their way to use the same source again. And once you’re really impressed with someone’s work, it’s hard to settle for something of less quality. Spoken by someone who discovered that Target and WalMart shirts fit really well, but can understand going for something up-market.
