This school is trippin me out. If barracks for families of service members aren't there, why the school?

I can't see prisoners families being there. Can't picture child prisoners.

Victims of child sex trafficking? Doesn't make sense.

DACA kids? Doubt it.

All my thoughts sound stupid. Unless barracks for families of those deployed to guard are in future plans.

With all the dollars being spent, it seems we will have an Island prison for many years. Alcatraz had the wives and children of the officers there, so perhaps that is what is planned?

In addition, there is going to be a hospital constructed, IIRC.
