21 out of 745 is 2.82% failure rate, I guess thats not to bad...sort of.

Fighter Pilots these days can pull 7-9Gs fairy often since They have GSuits.
IIRC F-16 computers are still programmed to limit maneuvers to 9G to keep the pilots from blacking out due to GLOC (G-induced Loss Of Consciousness). A transient 21G load from the escape system firing is survivable.
