of course not but it’s california where you have to capture cow farts so they don’t create global warming. You do now that before cars and th industrial revolution when there was warming, it was case by dinosaur farts and then cow farts took over.

Sounds like it might be a 10th amendment issue. If the State wants to do stupid things, unless it violates a right, I guess the State is free to do so.
