Another plausible angle would be that FISA surveillance is ^currently^ being done by actors involved in the FISA issued for Dossier-gate/Russia Collusion.
1. Many actors associated are foreign nationals (Steele, Halper, Downer, etc.). Scenario: If Steele used Nellie’s short-wave to talk with Downer about the insurance policy, that would be grounds for a FISA warrant. We do know that Steele did the foundational work from US soil.
2. Renewals are required to have NEW evidence to justify. Huber (co-sign, Wray. Co-sign Sessions. No RR as he is named in the warrant) may have taken the Page warrant, added all the black hat info and included both foreign and domestic actors (black hats).
3. If there are active FISAs out “related continuations”)on the black hats, that might explain why none of the FISA judges are speaking out...not even CJ Roberts. (Side note: I still think R. Contreras is insidiously involved in the original warrant app).

If you can find the tape, it is, I think, support for Tucker calling him creepy.
