Just musing after re-reading. The + is curious and it appears to link FISA GOES BOTH WAYS with HOOAH

IIRC (and I KNOW someone will correct me if I’m wrong).

HOO-AH is the Marine cry and OO-RAH is the Infantry cry.

Right now, I see the FISA surveillance being tied to the Marines. Possible that MILINT (is there a Marine Signal Corps?) is in charge of the surveillance.

If it is MILINT, that ties to tribunals.
