Nice post. I agree with your analysis of POTUS’ strategy and motivations. I do not know how the idea got started that there are going to be massive secret arrests and detentions, military or otherwise. I do not find this assertion in Q.
Having said that, there are some very practical reasons for the delays, namely:
1) We already have a “Won game” on the 2018 elections. Arresting several of POTUS’ political opponents prior to the election would—at a minimum—suck all the oxygen out of the political theater, including any chance to talk about the great economy, the great tax cuts, the great foreign policy victories, the many promises kept. In short, it would be a GIFT TO THE RATS, letting them off the hook for their LOSING POSITION of tax, tax, tax, hate, hate, hate.
2) We need the 5th Constitutionalist Justice to be confirmed, because SCOTUS will see LOTS OF ACTION as soon as the DoJ starts to move on members of the prior administration and the intelligence community.

As far as “massive secret arrests”, I expect “massive arrests” - eventually - due to the massive number of indictments. Not sure where people got the “secret” idea from, but maybe because of all the speculation on no name.

I think we have a lot of dirt on some of dese rats, and that how we are going to attack them. Make use of the #metoo movement. Think about what’s just happened to poor Corey Booker, Keith Ellison, and Sherrod Brown. The Chinese spy revelation on Feinstein. Moreover, where do these new texts come from that come out ever week or two turning up the heat on the DOJ/FBI gang? Are they leaked? Are they declassified? We’re told it’s just like a WWE script, which is so appropriate since our dear president was a STAR of WWE for a while.
