He basically asked Kavanaugh if it was established law that Americans who are traitors working with the enemy can be tried by military tribunals and executed. And Kavanaugh agreed that it was settled law.
Interesting line of questioning, given the theory that military tribunals will be used to try some of the traitors among us.

Can you think of any other possible reason that question would come up right now? It’s not like Johnny Taliban or whatever his name was, is in the news lately.
Given the military presence in the Trump administration a little maskirovka (Operational Deception, literally 'disguise') seems appropriate.
English is known for adopting words from other languages that perfectly describe a thing or idea.
