Even if they were called when SR arrived, and they lived nearby, I would expect it to take a minimum of 30 minutes to get there. If they were there in advance or in less than 30 minutes, that would indicate (to me) advance knowledge of what was going to happen.
Ask yourselves this: If you were sound asleep in the wee hours of the morning and got a phone call, how long would it take you to:
1. Answer the phone, talk/listen
2. Get dressed.
3. Get in the car.
4. Drive to the hospital.
5. Park the car.
6. Get out of the car.
7. Get into the hospital.
and depending on exactly where they were, how long would it take to find a particular place/room in the hospital. (Do we know where they were? ER? SR room?!!!)

So I did some digging.
It appears that Muriel Bowser lives in Riggs Park, DC. According to the map app, it takes 13 minutes to drive from Riggs Park to MedStar Hospital.
I’d like to know a little more about the timeline.
