Here is an article discussing her. She is an Obama holdover.
Elections must carry consequences, or the victorious electorate will question the utility of the process. Yet four Obama holdovers entirely sympathetic to the ideological agenda of the previous administration are still in absolute control of an entire layer of political oversight. There are four deputy assistant attorney general positions at the Civil Rights Division, and all are occupied by committed Obama holdovers. Alberto Ruisanchez and Rebecca Bond were elevated into these slots out of the career ranks, on an acting basis, just days before President Trumps inauguration. The pair were elevated by the previous administration for their familiarity with the bureaucracy and their skills at slowing down anything President Trump wanted to do. Incredibly, they still havent been dislodged and replaced with political appointees who, of course, require no Senate confirmation.

ALL political appointees require Senate approval. Read your Constitution. Only civil service and military employees are exempt. She gets a bye because shes in an Acting Position until the permant officer gets approved. Obama had many of his political officers resign early so he could appoint strong supporters from the civil service cadres into acting positions while the political officers were hired as civil service bypassing competitive testing in management positions! Unless she does something overtly subordinate personally, she is likely safe BECAUSE shes a civil servant in her regular position. The Democrats have been slow walking all of Trumps appointees they can by playing parliamentary games in committees.
