Did any of you notice that close reading of the referral letter makes it very plain that although not named in the body of the letter, Rod Rosenstein is INCLUDED among those referred for indictments by reference in point number six and by inclusion in footnote number 17?
Consider the exact wording of point 6, the referral paragraph of Point 6, and in particular footnote 17(emphasis mine):
6: Department of Justice (DOJ) and FBI personnel involved in the compilation of documents on alleged links between Russia and then-presidential candidate Donald Trump known as the Steele Dossier, including but not limited to Former FBI Director James Comey, Former Acting Director of the FBI Andrew McCabe, Former Acting Attorney General Sally Yates, and Former Acting Attorney Deputy Atturney General Dana Boente. 17. . .Accordingly, we referring to DOJ, all DOJ and FBI personnel responsible for signing the Carter Page warrant application that contained unverified and/or false information for violation(s) of 18 USC 242 and 18 USC 1505 and 1515(b).

17 Due to the possible involvement of Deputy Attorney General Rod Rosenstein in signing an application for continued surveillance on Carter Page, Rosenstein should be recused from any examination of FISA abuse. Accordingly, neither U.S. Attorney John Huber nor a special counsel (if appointed) should report to Rosenstein.
Since Rod Rosenstein signed the fourth and final Page warrant application, it is quite obvious that Deputy Attorney General Rod Rosenstein IS included in the general inclusive referral for indictments sent to Sessions, Wray, and Huber of all those involved in signing the Carter Page warrant applications and is therefore included in those included in the intended indictees!
