Virginia man sentenced to 23 years in prison for traveling to Haiti and engaging in illicit sexual conduct

WASHINGTON – A Virginia man was sentenced today to 276 months in prison, to be followed by a life term of supervised release, for traveling from the United States to Haiti and engaging in illicit sexual conduct with a minor, Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Thomas T. Cullen of the Western District of Virginia and Special Agent in Charge Patrick J. Lechleitner of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Washington, D.C., announced.

This sentenced resulted from an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

James Daniel Arbaugh, 40, of Stuarts Draft, Virginia, pleaded guilty on Feb. 6, to one count of traveling in foreign commerce from the United States to Haiti in or about 2016 to engage in illicit sexual conduct with a person under the age of 18 before U.S. District Court Judge Elizabeth K. Dillion of the Western District of Virginia, who sentenced him earlier today and remanded him to the custody of the U.S. Marshals Service.

“This kind of heinous and evil activity has no place here, abroad or in-transit,” said Special Agent in Charge Lechleitner. “Those seeking to commit such abhorrent crimes and evade detection cannot hide from our highly skilled and dedicated investigators.” “James Arbaugh was a wolf in sheep’s clothing: he posed as a selfless missionary when in reality he was exploiting his position to prey on and sexually abuse vulnerable children in one of the most impoverished areas of the world,” said Assistant Attorney General Benczkowski. “Today’s sentencing is a testament to the unwavering commitment of our prosecutors and law enforcement partners to hold sexual predators like Arbaugh accountable for their deplorable crimes.”

“The defendant abused his position of trust to prey on vulnerable victims, and their lives will never be the same,” said U.S. Attorney Cullen. “As this case indicates, our office is committed to working with our federal, state, and local law enforcement partners to identify and vigorously prosecute those who exploit children.”

According to admissions made in connection with his guilty plea, Arbaugh has lived in Haiti for approximately 15 years and has traveled regularly back to the United States during that time. According to statements made by the Court during Armbaugh’s sentencing hearing, during his time in Haiti, Arbaugh traveled as a Mennonite missionary regularly visiting remote towns and villages, where he would befriend and groom children in these communities. Arbaugh admitted that in 2016, while in Haiti, he engaged in illicit sexual contact with a minor under the age of 12 by touching the minor’s genitals under the minor’s clothing.

The investigation of the case was conducted by HSI and the Harrisonburg Police Department. This case is being prosecuted by Trial Attorney Kaylynn Shoop of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) and Assistant U.S. Attorney Jeb Terrien of the U.S. Attorney’s Office in the Western District of Virginia.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Any “official” who has been leaking should be concerned, and here’s why. One method the Trump administration is likely using to identify these leakers is called “the canary trap,” a term coined by Tom Clancy in his novel Patriot Games. The canary trap is a method for organizations (including many intelligence agencies and private businesses) to determine who is improperly providing information to those not eligible to receive it. They do this by “leaking” certain information, often false, and then following it to see who ends up with it and how they did so.

The method cited in Patriot Games applies to documents. Each copy of a sensitive document is printed with slightly different punctuation, word usage, etc. to make it unique. If a reporter quoted certain parts of the document, that uniqueness would identify the document and the one person who had given it to the reporter. This process can be partly automated now by use of computer synonym generators.

Although coined by Tom Clancy, the technique has a long history in intelligence circles. When U.S. forces were attempting to determine when and where the next Japanese attack would take place in the Pacific, a group of Navy codebreakers under Captain James Rochefort who in turn worked for Admiral Chester Nimitz used a different version of the technique to determine that the Japanese Navy’s next target was Midway.

POTUS is awaiting the full weight of the house to be brought to bear on this issue! The heat is on and the DS is in the pot of water. It will not be long before the clamor leading into the elections forces the House to act like they are taking the high ground by standing up for “Truth, Justice, and The American Way” by a sense of the House vote to #Releaseitall!

DS/DEM/GOPe/Shadow Gov/CABAL/PEDO/MB alliances are starting to fracture. As more and more is revealed (and it is not coming in dribbles but spurts) soon the avelanche will begin its freefall.

As this happens, it will become more and more every man for themselves. The time for deals has long passed, now the deals will be for deliverance from death as not all who swear the blood oath mean it!

Look for the night of the “Red Scarf’s” and “The long knives”. These people will not be able to walk the streets, honest citizens will abhor them, victims may seek vengeance, co-conspirators will seek to silence them! Who can they turn to? Even if they turn themselves in to the authorities, they know how deep the infiltration is (think ‘Three Days of the Condor) who can they trust for they know their own nature would be to turn on former friends for survival or promotion!

I agree that SerialBrain2 can write some pretty wild content. I tried reading SB2 stuff on Reddit but couldn’t get through it. I prefer to read tweets or watch Youtube videos made by others who have taken the time to weed through all the SB2 “weeds” to isolate content that may be of interest.

He will be accused of using the IC and the information released will be treated as if “tainted.” I believe Trump needs the support of We The People. I believe we need to hound our congress critters.
Current Scenario: many in the public are just watching, the IC asks Trump to release content. Result is the false accusation that Trump is directing the course of the FISA trial to his benefit.

Needed Scenario: The public is known to be angry and demanding action from Congress. The IC can’t force the FBI to comply and that committee turns to Trump and asks for help. Trump releases info. Result is that We The People employed our representatives to Tell Trump what we want done.

We can contact the Whitehouse and tell him, we can tweet storm, we can call or email - but he needs to be seen as responding to the will of the people. The #walkaway movement, the midterm elections, the public’s correct response to the FBI content relies upon Trump being known to respond to the will of the public, not driving the public. That’s why I posted the following thread with contact information, asking people to start HOUNDING CONGRESS AND THE WHITE HOUSE until we get what we want.
