I suppose that the person in the photo knows who they are and that they are being surveilled, and that is probably the point. Art of the deal, keep them off balance.
I think that it was finally thrashed out that it is the Goetz person. (Unless its the chinese man in front of him, in which case the pool of candidates has expanded considerably.)
