It would be pretty sweet for the PTB to be able to arrange things so that the DoJ not only got the "behavioral health" machine to ID/groom the crazies, but it would also set up public schools and other government entities to ensure the crazies can be utilized on demand.

I contend that they use multiple approaches. Yours is likely one of them.
But the one I now believe is most used is that most of the killing is done by a trained team (kind of a SWAT type assassination team) and the person groomed by the therapist is just there to take the blame.
Once the designated patsy is arrested - voila! - no need to search for the SWAT team. Because who would suspect such a thing? We all “know” that these shootings are done by crazy people, right?
One small bit of behavioral “evidence” is this: Have you noticed that in the cases where the “perp” is taken alive he always seems bewildered and disoriented? Doesn’t it seem odd that someone would be an efficient killer executing a well-planned attack one moment and then suddenly turn into a confused person who is dazed and bewildered?

Sad to be thinking that way, but that logic seems to make sense, given what we have been learning.
I’ve often wondered what all that “release the prisoners” was a few decades ago when the left all but wanted to do away with mental institutions and put unstable people out on the street so that they could be “dignified.” The institutions and laws at that time were not perfect, but they did serve a purpose. What you say seems to tie in with the possible ulterior motives of the Thugocrats in getting that done so that we have a lot of really nutty people out fending for themselves on the streets with very little support.
The guide rails on mentally suffering people and their care givers should have been improved - not removed.
