Scalise becomes ARM if Ryan removed

How could Ryan present an obstacle to the "full weight of the House"? In the final analysis he has one vote.
And why would Q use "ARM" to designate the office of the Speaker as the problem, instead of using initials PR for Ryan? Q just isn't that intellectually sloppy.

I really don’t know. There was an anon that explained ARM in some detail but I lost that thread. If I find it again I will post it.
Reality is that Ryan is still the boss in the House. He steers legislation through there, pushes it on up, OR he can drag his feet on something and simply squash it.
Despite him being a lame duck at this moment, there’s still a matter of optics...Ryan would just look better to the normies than Steve Scalise.
Speculation is that Ryan is not running again because of some “things”. More speculation is that Ryan will be given a pass on those “things” if he does what Trump wants, then Ryan can go on his way without much coming to light.
Q did say that some will be allowed to go away quietly in the night and who can be leveraged.
I don;t see this as a fight between ARM and full house, just a comparison of their relative power and effectiveness.
If ARM calls for, by example, declassification, that call has a certain amount of power. If the full house calls for the same thing, that call has more power.
Ryan would be an obstacle if he blocked the question from coming before the full house, or in the alternative, he would be an initiating or facilitating agent.

Regarding meaning of ARM ...
Sorry if it's been solved, but I'm barely up and trying to catch up on overnight posts. I was puzzled, like others about the meaning of ARM, and I think I found it.
ARM = Approved Reporting Mechanisms
It makes sense to me in both instances where Q used it. On Post #668:

Less important to figure out what ARM is, than to take away that some action is preferred to be taken by the full house. If the Mueller witch hunt and Rosenstein can be taken down by Congress, that would be great for Trump. His hands would be "off" the action, and he could cheer and snipe from sidelines along with the rest of us in the peanut gallery.
You could be right, but I think he’s saying right now if Ryan quit there would not be enough support to elect a Speaker, particularly a Speaker Scalise. So Scalise would only be ARM if Ryan left and that’s not a strong hand to play.
