Reality is that Ryan is still the boss in the House. He steers legislation through there, pushes it on up, OR he can drag his feet on something and simply squash it.

Despite him being a lame duck at this moment, there’s still a matter of optics...Ryan would just look better to the normies than Steve Scalise.

Speculation is that Ryan is not running again because of some “things”. More speculation is that Ryan will be given a pass on those “things” if he does what Trump wants, then Ryan can go on his way without much coming to light.

Q did say that some will be allowed to go away quietly in the night and who can be leveraged.

And Ryan is still Speaker of the House, meaning he gets to decide which bills that reach the floor of the House. So much so that others are trying to figure out ways around him:
