My first reading had me thinking that it was RR’s disobedience to DJT....
Am wondering now what would it mean if “Failure per WH instruction/agreement” could refer to Hussein’s previous instructions? That RR has been trying to follow those, but is losing heart in doing them and ready to disobey THAT WH in favor of current WH? Or could that be an admonition, “pursuing your present course is a failure wrt your WH instruction/agreement with previous administration?”
Could he still have the opportunity to “fly” - to somehow survive this ordeal? Could the bottom quote, “You have a choice. Do what is right.” be RR’s final opportunity to make that break with his previous contract with previous WH?

If I understand what you're saying, that RR is still doing his job per instructions from the Hussein White House, I agree that is basically what RR is doing. But I think the instructions came from further up the DS line than just BHO.
However, I read the Q as if RR was under some kind of agreement with PDJT to release unredacted documentation. I was thinking RR *said* to the President he would release the documents and then they turned out to be redacted to unreadability. And I do recall that PDJT told him to release the unredacted stuff to Nunes and Gowdy, which did not happen. And I may be dull-witted, but I can't see much difference in which WH Q means, its the decision by RR not to follow instructions from the duly elected lawful president that's brought him to this precipice. He's either got to release the info and face consequences OR he can refuse to release and face consequences.
Is it just me or does #FLY[RR]FLY# sound like consequences like flying out the window of a tall building?
