I would suggest there is artificial insemination with each total specimen split into as many as smaller shots as required to guraantee results.

A horse cannot be called a ‘Thoroughbred’ if produced by artificial insemination. Only thoroughbreds can race for the Triple Crown.

The TB Jockey Club requires real breeding, and even requires a photograph. Eliminates fraud, something that cant be guaranteed at all with AI.
