William Cooper had commented on that in the past, that it was essentially an Illuminati/Elitists screed from about a century earlier later edited to cast aspersions on Jews.
I’ve read several places, did a bit of research on it, and it seems to have been written under one of the Czars, by their secret police, to get people to hate Jews, and thus pogroms etc. Late 19th century, I believe.

Cooper said a great many things which I find to be plausible. Unfortunately he also said some really out to lunch stuff that undercuts his credibility.
Last time I posted anything Cooper said I was sort of reprimanded and chastised, but I do think he was likely correct on this.
