Pretty sure Safeway is a regional Store I know they are in California and only a couple or few other states should not be too hard to narrow down who it is..

There are now over 1,300 Safeway stores across the US. These include 266 Safeway stores in Northern California and Hawaii, 273 Vons stores in Southern California and Nevada, 107 Randalls and Tom Thumb stores in Texas, as well as 28 Carrs stores in Alaska.
Those stores are now owned by Cerberus/Albertson’s. Safeway is no more, corporate-ly.
We have Safeway stores here in Maryland.
They have them in the DC area. So if Congress was in session, he could have been somewhere around DC.
Safeway stores are in MD. Not sure about DC and VA. Probably foulmouth ‘pubbie not in home district...
