I think assets are being frozen. I think some arrests have already happened and those who are on the side of evil are seeing that and wondering when their number will come up. This is why they are panicking and going nuts. (Jimmy Kimmel, for example). They are out of moves. All they have left is screeching and hurling lame insults.
But I know what you mean about consequences. I share the sentiment. I want to see perp walks and trials.
