You have to ask yourselves, which I did, that if strings were cut which controlled both the FBI and the State Department management, just what or who was the puppet master still pulling those strings? In Q drops where it has been used, the ">" has meant "attacking" or "controlling" whatever is to its right. Ergo, the "strings cut" were from a "seventh floor" (note singular) not part of those two separate entities, but somehow controlling them.
The 7th floor of the Clowns was apparently controlling a lot they were not supposed to even have their dirty fingers dipped in. . . Such as NK. The CIA does. They can pull the strings AND secretly enforce them with real action.

So if I really DID follow you, then it is the CIA, as Q has been hinting all along who is the main puppet master.... but then the question is, who is the MASTER puppet master....do we get into the pope=chair=master thing again?
IS there ONE main puppet master who rules them all? Pope? GS? Who is the head of the CIA? Or is that person with the name on the door equally a puppet? Who owns HIM?
