That is a very interesting theory. Entirely plausible, IMO. It wouldn’t necessarily have to be all of them. Could be, but could also be just a subset of them.

Hold on..what if its an exchange of mutual interest? We are trading information needed that both countries want. Our informants in exchange for their informants.
