That is a very interesting theory. Entirely plausible, IMO. It wouldn’t necessarily have to be all of them. Could be, but could also be just a subset of them.

Yes, maybe the exchange isn't the exchange it appears to be. We aren't exchanging the Russians from big places as DC or places more important as it seems but from Washington State isn't it? Hold on..what if its an exchange of mutual interest? We are trading information needed that both countries want. Our informants in exchange for their informants.
