Thats a problem for braiders like Fatou Diouf, a small braiding business owner who is suffering because of a stifling $16,000 in fines shes been ordered to pay.One of her braiders reportedly did not have a government license to braid hair in her shop and that runs afoul of the Tennessee Board of Cosmetology and Barber Examiners policy. As a result, Diouf the fine was levied against her as a disciplinary action..... In 2012, a Utah woman who braids hair to supplement her familys income won a federal lawsuit against the state over its licensing process for her craft, arguing state regulations violated her right to earn a living.
A federal judge ruled that the states requirement that Jestina Clayton get a cosmetology license to braid hair was unconstitutional and invalid because regulations are irrelevant to Claytons profession.

I sincerely doubt that is the case.
If it’s about health, the government could also pass out information sheets to the public to watch for, i.e. does your cosmetologist do thus and such, and why she should. Nobody wants to pass around disease carelessly, but somehow we can’t all be bubble boys either. Sane vigilance should be the rule, and matters of artistry not under government purview.

I think for some things it works better when the beautician does it with both hands. Plus the ladies love the pampering.
Gyms have their own safety regulations and it would be difficult to injure someone in otherwise acceptable while following them. There are more than one set of eyes here.
Guess what! If you go to a restaurant outside of a big city that has a health inspection office, chances are the health inspector has never been there. Restaurant inspectors don’t set one foot outside of Austin, TX. Even if they get a complaint, they’re not leaving the city limits. Supposedly, there aren’t enough inspectors. Bet there’s even less chance of one inspecting a salon.
Decades ago, a local boy grew up to become a meat inspector so we had him inspecting area slaughter houses but once he retired, that was the end of that.
Maybe black women more commonly want to do it because African women’s hairstyles are more complex.

We had licensed plumbers out to get the drain working on the master tub. All they did was stand around scratching their heads and charging a big bill. A decade laster, still can’t use the master bath.
