Here's an odd guess, in keeping with the number/alphabet code Q seems to be fond of at times.
[19]= 1 (A), 9 (I)
AI = Artificial Intelligence.
AI = related to Vault 7 information regarding "Rainmaker" and "Keystone". See Smileyface's video that I've reposted TWICE and nobody has yet to comment on.
IMPORTANT video. Get rid of certain select individuals (CEOs) and AI ceases to exist.

Our library had these summer programs that awarded stars or something for each oral book report. The library ladies would sort of roll their eyes and then say,”We know you read them all.” I think they got tired of seeing me there.
I don’t remember learning to read. I think I followed along during bedtime stories and by the time I was four, I could read.
My comment (working from memory) is I wasn't impressed because the hacking tools were conflated (I briefly studied the material at vault 7, shortly after it was exposed), and the video neglects to explore the context of "keystone" in the Q-drops.
I still thought it was a valuable video, to the extent it prompts people to study the underlying materials.

Yesterday, a client(sweet middle-aged, born-again lady who is always cheerful despite numerous medical challenges) began talking about the cabal and even Q. Besides being pleasantly surprised she knew all this, she also said:”Lots of people are aware of _everything_ going on. They just won’t mention it in public.” (Like those numbers of Trump voters no one expected.)
Now, we can quibble about the definition of *lots*, but if she is right, the discussion has moved into the real and is being continued face-to-face. Sounds slow and awkward, but imagine millions of conversations sparking millions more. Can an idea go viral offline? I think so.

Others have posited that the prepended "@" indicates the bracketed number represents a specific living breathing human being.
I also don't think the use of [19] has been perfectly consistent, one time the reference is "What [19] people are currently meeting in a 'safe' room" which is clearly a reference to a number of people. Other uses of [19] are ambiguous, and could be taken to represent a person or an identifiable group.
