That appears to be a pic taken from inside the POTUS limo................. VERY Doubtful. The Secret Service would never allow the overtaking or passing of any non-cleared vehicle by the Presidential Limo. The window does not show any of the typical greening of bullet proof glass either.
This is photo taken from a tailing vehicle keeping surveillance on whomever is in the white sedan. . . the tailing vehicle is a minivan.
