Technically it can as it is an amendment, which can be amended with another amendment. Won’t happen but it is something that could be done as outlined in the Constitution.

who knows, maybe she can do it?
after all, our constitution provides for such things
and its happened over two dozen times already

until then, all ‘gun control laws and regulations’ are patently violations and should be repealed
