Strongest evidence is the Miami Herald article last Aug on the Pentagon asking for big money and the money for a good size hospital.
I recall seeing a ‘jail’ in the Yucatan Peninsula, smack dab in the middle of the jungle. While I would never think of breaking any laws in any country, what I saw doubled, tripled my resolve to stay on the right side of the law. The building was made out of cinder blocks, a long rectangle with 2 guard towers, and 1 door. What made such an impression was that the inside appeared to be the same hot, humid, tangled jungle as the outside. To this day I envision a Botany Bay type atmosphere where one is literally dropped in and forgotten by the rest of the world. There was no roof, and none was needed since the walls were very tall, and any fool attempting escape would be shot.
