It is. I did some further research on possible interpretations of Apache and here is the latest revision to that entry on the list:

The Apple devices are locked down and are 256 bit AES encrypted with only the user in possession of the encryption key, but the vast majority of Android devices are not encrypted at all unless the user opts to get a third party encryption app.
