The only serious commitment of the GOP Senate caucus is getting rid of Trump, preferably by a forced resignation but by impeachment if necessary.
Therefore, they will not allow the passage of any legislation which runs the risk of making it look like Trump has an effective administration.
They don't care if they lose their majority - they might even prefer it.
But passing a bill that is a top Trump priority? Don't make me laugh.

Sadly, I must admit, the points you lay out do have substantial merit and truth. Of course of Judge, Roy Moore wins in a landslide victory for the Senate seat up for grabs in Alabama, in a few weeks, the game changes once again.
Alabama voters....”ALL”...vote for Roy Moore & MAGA.
The only thing that can save them from their inadequacies, will be sweeping indictments in the other party, or a major boost in economic growth. Corporate tax cuts, resultant growth and an actual boost in tax revenues projections may also save them.
Things that will doom them: More hikes in healthcare premiums, amnesty in any form, more failed investigations, more backstabbing Trump.
My guess is 20-80 against the GOP.

Mostly con. He can’t order members of the Senate to do anything. He can do the carrot and stick thing like take away their committee assignments but then he risks losing the Senate to defections.
They need to be brave enough to let the government shut down for several days, perhaps weeks
Being the majority on a very thin margin is difficult. His best bet is to lure a few minority members over. But that’s more Rino’s to be sure.

I must respectfully disagree with you. The main reason the House and Senate has leaders and whips is to control the flow, movement and content of legislation the “Party” has deemed an essential agenda item to pass and get signed by the POTUS.
Chuck Schumer does it all the time. Please name for me, other then Federal nominations, one time that a Democrat Senator, defied voting marching orders from Minority Leader, Chuck Schumer on their voting pattern. When Schumer says, “Boys & Girls...it’s yea on this one and nay on that one....the Senators, all 48 of them get right into the party line. McConnell is weak and far from being a decent, fair, productive, and honest, Senate Leader...period.
Mitch doesn’t have the power to swing it. McCain, Flake and Corker are going for the spoiler award no matter what.
When there is a government "shutdown," essential federal employees continue to report to work, and essential functions are still performed. The problem is that these essential employees don't get paid until the budget is passed.
This is a question for the lawyers ... but if we could find a legally defensible way to pay the people actually coming to work, the game changes profoundly. The partial shutdown could continue indefinitely. The public would get an education on just how much government we really don't need. Congressional reformers could take all the time they wanted to do oversight and reform. Why? Simple. The hostage taking game would be over.
The budget process has collapsed because Democrats have found that they can avoid oversight, reform, and budget retrenchment simply by refusing to pass a budget in regular order. Everything comes down to a last minute continuing resolution, with the entire government being held hostage. When it's an everything or nothing game, the default option is everything. Inertia works in favor of the spenders.
Eliminate the hostage taking and inertia would work in favor of those wanting to reduce spending.

Let me explain myself.
As for Schumer, consider this. During election years certain Senators were given leave to vote their ‘conscience’ — meaning vote the way their constituents would want them too. These Senators typically held weak positions in red state or a blue state rapidly trending red. So they are given the okay to vote yay or nay because it will have no impact on the outcome. This happens in both parties and that is the job of the whips. Count the votes and see who can vote against their party line when there is nothing at risk. Both parties do this. Some are better than others. Reid appeared to be a master at it. Schumer not. He may be able to force them today, but sometime in the future he will pay the price, just as McConnell will. Both are equally bad leadership and caught in a partisan tug-o-war.

It will take some time indeed to Drain the Swamp. I doubt very much that McConnell is on the ropes. The GOP has lots of bank and think all they need to do is play the role of obstructionist, and run out the clock until they "eventually" return to power. There is history backing up this sentiment: the Country Club wing of the GOP waited in exile until Bush the groper was elected.
In the meantime, we Deplorables must realize this is a game of long ball. Dig in.

I have stated this many times before: the GOPe would rather serve in a democrat hell than rule in a conservative Heaven.
