The only cup that is not blocked is 5, but one person made the point that there is not enough coffee in the pot to allow enough coffee to reach 5 to fill it up.
But if not for that, the correct answer would be 5.

The puzzle is impossible to solve without more information. We see only 2 dimensions. The 3rd dimension gives depth (not visible) that can vary between reservoirs. Without this dimension, pipe size and knowing the rate of flow there is no way to determine the answer.
