Is that why FR was so excruciatingly slow for me late morning and early afternoon (on Comcast)?

Level 3 admits it is them:
Level 3 Network Ops @Level3NOC On Nov. 6, our network experienced a disruption affecting some IP customers due to a configuration error. All are restored

All three use the same hill outside of Denver to up-link to satellites. And they all have large internet wires going from that hill, as well as common satellites.

Being a Comcast customer, I suspect the issue is with the wiring *inside* of our house.
Step 1 of the Comcast "tech" playbook. Step 2: Go back to Step 1.

Reminds me of the t-shirt sold to computer support nerds. It says PEBKAC and means the support reasoning is that the “real” PROBLEM EXISTS BETWEEN KEYBOARD AND CHAIR.

And this is why it is so important for the Internet to remain a "distributed" and "redundant" system. Putting all our stock in thousands of small providers means small outages in localities. Putting all our stock in a handful of large providers means large outages on a national level. I'll take an inefficient yet highly redundant system over the highly controllable efficient alternative any day.
