Thermal radiation radius (3rd degree burns): 2.87 km (25.9 km²) Third degree burns extend throughout the layers of skin, and are often painless because they destroy the pain nerves. They can cause severe scarring or disablement, and can require amputation. 100% probability for 3rd degree burns at this yield is 9.5 cal/cm2.

Oh, I’m aware of the likelihood of that. I was speaking about the question of the OP, which seemed to be written about a more “conventional” sort of use of a nuke.
The projected range of the NORK missile I’ve seen would have them trying for an air burst somewhere over Washington and Oregon. The left coast and big cities of the west would be royally screwed.
And NORK missile submarine that didn’t quickly have an “accident” would amount to dereliction of duty of any POTUS or Russian President.

Try to calculate how many US missiles will be pointed at a NORK ICBM, over the Pacific before it dangers the US. And, I don’t believe that a takeout means that a nuc will detonate.
They aren’t going to do a thing. He is 100% certain a nuclear attack on us would ensure his complete devastation in response. And he cannot hit us hard enough to prevent that.
It isn’t possible.
So why threaten? Because he is a brutal dictator and abuses his people badly. If he did not have an external enemy, it would be impossible to explain his brutal repression and he would soon face serious threats from within.
So he always points to us as the “external threat” to keep the nation on war footing.
His only goal is to stay in power, and enjoy his lifestyle of luxury. An attack on us would end that and he knows it. He will never venture beyond scary annoying and menacing things that force us to array against him.
MAD worked then with the USSR which was astonishingly more powerful. It still works with fat boy. There will be no attack. But all this talk is very good for the defense industry and Lockheed Martin stock.

Of course, if he has a working bomb, is a missile really the most practical way for him to deliver it?

EMP is over-rated. The Tzar bomb (50 megaton) did not wipe out the USSR’s power grid when it was tested. Now it wasn’t an air burst, but if all the hype about EMP was accurate, Moscow should have gone dark.
EMP in the middle of winter over new York. or EMP in the middle of the summer over California or Florida.

When I consider threat I look at direct impact on my grandchildren. As I live in BF Kentucky my nightmare scenario is an EMP attack. Even though we are dealing with a maniac I think he realizes his best bang for the buck would be the EMP attack. He must also realize he has one shot as North Korea would immediately be turned into a smoking slag heap.
Millions would die within a month as food, medicines and health care distribution would come to a halt. Anyone with the need of daily medication would be in big trouble almost over night.
Anyone in the hospital and not ambulatory would die very quickly as back up generators would be fried right along with the regular infrastructure. Same with nursing homes.
It would be a catastrophe of epic proportions.
And Seattle?
My husband was in Korea in the military and said that in Korea they are sad when you’re born and happy when you die. Life is so hard there. I’ve read about how it is for the North Koreans...but as an American don’t think I really can fully comprehend what it takes to exist there. Why does the world look the other way?? Why does China look the other way?
I wonder if we did what we had to do if in the long run the people of that region, the ones who survuved, would be grateful.
Suspect EMP is 99% hype and 1% real with a narrow area affect, which would be dead from radiation anyway. No demonstrateable proof that EMP works.
