Before Minneapolis police officer Mohamed Noor shot Justine Ruszczyk through the open driver's side window of his squad, a woman had approached the back of the patrol car and "slapped" it, according to a court document filed Monday.
Authorities say Ruszczyk, who also used the surname Damond, called 911 to report a possible sexual assault in the alley behind her south Minneapolis home. She called again 10 minutes later to check on the status of the responding officer's arrival. Soon after, she was shot.
A search warrant was filed by Minnesota Bureau of Criminal Apprehension investigators to look at the area where the shooting happened and gather evidence as part of the investigation.
"Upon police arrival, a female 'slaps' the back of the patrol squad," according to the search warrant. "After that, it is unknown to BCA agents what exactly happened, but the female became deceased in the alley."
But the document doesn't explicitly say it was Ruszczyk who slapped the back of the police cruiser. It also doesn't say whether that was the loud noise that Noor's partner, Matthew Harrity, said he heard and was startled by before the shooting.
A BCA spokesperson declined to provide additional details, citing the ongoing investigation.
Noor has declined to speak with investigators. He remains on paid administrative leave.
The shooting has stirred controversy all around the country and internationally as news spread to Ruszczyk's home country of Australia.
Former Minneapolis Police Chief Janeé Harteau, before she resigned Friday, condemned Noor's actions and said "Justine didn't have to die." On Saturday, Minneapolis Mayor Betsy Hodges appointed Assistant Police Chief Medaria Arradondo as acting chief.

And the fact Noor had his weapon unholstered and in his lap...Seems like that would violate rules of firearm-handling and also of policing.

But, it sure as hell ought to be cop policy to let your partner know you are going hot and weapons are free.
The only thing that makes sense is this is some sort of planned murder.
Was her BF tired of her? Was this some sort of Muslim gang initiation rite — like all those “knock out” game videos — Mob initiation rites?
She heard a neighbor, a woman, sounded like she was being raped. Thats why she called. It was in a few of the articles.

I know why she called. I read the 911 transcript. She didn’t say neighbor. She said a woman outside. No one else called 911 about it and nobody was found in the area and no victim of a rape came forward. So what did she hear?
“A man rode a bike towards them, there was a loud sound and Ms Damond approached their car holding her mobile phone. Noor fired his service revolver through the drivers’ side door, killing the lifecoach, animal rescuer and meditation teacher on a neighbour’s driveway.”
She heard what she said she heard. Was she mistaken? Its possible but just because nobody came foward and said yes i was raped doesn’t mean it didn’t happen.
Odd no one else reported hearing anything, cops didn’t hear or see anything. And I wonder why she went outside. If someone was being raped in her back yard, wouldn’t she have been afraid?

If I were this woman’s fiance, I’d make it my life’s work to figure out a way to successfully kill the cop.

Just looking for explanations. Seems no one has any. My bet is Noor gets off like cops usually do.
