MINNEAPOLIS The fatal shooting of an Australian woman by a Minneapolis police officer responding to her 911 call should not have happened, police Chief Janee Harteau said Thursday, adding that the officers actions go against who we are in the department.
In her first public remarks since the death of Justine Damond, a 40-year-old life coach and bride-to-be, Harteau defended Officer Mohamed Noors training but criticized his actions.
The actions in question go against who we are in the department, how we train and the expectations we have for our officers, Harteau said. These were the actions and judgment of one individual.

“Consider the fact that Police have been being assassinated, even in their vehicles.”-—This we know to be true and officers are well served to be vigilant, but I would like to add that citizens benefit from that self-same vigilance as being seated in a car is tactically disadvantageous, no more so evident that when being the victim of a car jacking.
“That in conjunction with his cultural disdain for women is what likely led to the shooting.”-—This has not be truly established, only promoted to serve the beliefs of the most virulent anti-muslim crowd here on FR.
*disclaimer- I do not wish to joinder with muslims and wish they were back in their own environs, however it is counter to my principles that a man be accused of a crime simply because he is an adherent to a religious belief system at odds with my own.
You are most welcome, and I am sincere about dogs. I absolutely cringe when they are shot by officers.
FWIW, one of my officers would rather be around dogs than people and we rely on her to defuse many situations with dogs. She is preternaturally calm around them and knows most of the ones in her beat by name. Tough on people but absolutely a humanitarian with the canus familiarus.
I joke with her that she will go broke buying dog cookies.

Rephrasing, the fix shall be applied by police union pressure on the mayor to override the local da and common sense, because even though an ordinary civilian would be charged with murder 1st degree with special circumstances (illegal use of a firearm resulting in death), the guy is a cop and cops can’t go to jail, at least ordinary jails.
Imho if noir is found guilty then the death penalty is way too kind. He should be locked in a cell with a lifer named “tiny” who knows just what to give his new cell mate, hopefully every night and twice on sundays. Tiny can and should loan him out to his buddies for smokes, for the remainder of his life, no parole. Tiny can also oversee his diet which should always include a generous helping of bacon.
This would accomplish a deterrent aspect to other cops who might be inclined to shoot first and ask questions later- I guaran diddly tee it.

Whether or not this act was “murder” is for a jury to decide. It sure as Hell wasn’t an accident. The gun didn’t just go off. It was, to a certain extent, premeditated. He had to unholster his weapon, flick off the safety, take somewhat of an aim and pull the trigger. In any case, he ought to fry. More is expected of a “cop” than to be so reckless and indifferent. The vaunted psychological, legal and procedural training sure didn’t stick.
Please produce a cop training manual that requires the cop to hold the gun in his lap, finger on trigger, shoot unarmed civilian attempting to report a possible crime, multiple shots towards victim.
No victim gun found on scene!
A civilian would most likely be toast and the trial and deliberation over in one day.
Also investigate if her civil rights were violated.
Sounds to me like a moonbat police chief desperate to put the least bit of distance between herself and a Muslim officer, but without seeming to be politically incorrect. Such a fine line.

You are presumably cognizant of the need for a deterrence aspect in that administration of justice. Deterrence is a necessary component of the law. Without adequate deterrence, lawlessness prevails.

A police chief is a political animal, so what this really is depends on the sophistication of this particular animal.
If you assume high sophistication, this is a manipulation by the chief to make a later finding that the shoot was “good” seem to have emerged from a non-biased initial perception.
If you assume low sophistication, the chief is simply reacting to public pressure in his statement. That doesn’t necessarily mean the Somali will ultimately go under the bus, but it improves the chances.
As a Somali, he has diminished, if any, capacity to function in a civil society.
And that is when we knew we were in big trouble.

And I’m going back to the very beginning of my thought processes on this when I asked the question “why was the sidearm unholstered and ready to fire?”

You’ve probably already been told this, but in case you missed it: one of the elements, the biggie, for first degree murder is intent. This case doesn’t seem to show any intent. Manslaughter seems more likely. You can google “elements of -whatever crime you want- and put the pieces together yourself.
