With the Congress requiring the ability to “pay for” a tax cut, I believe Ryancare’s $1.5 trillion “surplus” over 10 years was going to be front-loaded to “cover” the deep tax cuts Trump wanted. When the economy would then grow like crazy, jobs would provide insurance for many more people, making Ryancare less important and easier to modify, along with less expensive (because people would have employer insurance).
Bannon saw a huge, quick opportunity to move the Trump agenda forward, despite RINOs in Congress, if only something could be passed that could have huge, front-loadable “savings.”
He's been crippled ever since.
