That explains a lot but it is verifiable? How do we know this was Bannon and not Kushner?

This is what I could quickly find on Bannon laying down the line with the Freedom Caucus:

I know I also read articles that independently stated there would be $1.5 trillion in savings and that the savings could be brought forward. Yet another article mentioned the Congressional requirement of “paying for tax cuts.”

You put all of this together, and it makes sense why Bannon was so adamant about the Ryancare bill. Ryancare allowed Trump to remove requirements, but the Freedom Caucus wanted something that could “survive” Trump leaving office. I understand that, but it was a stepping stone that would have become obvious in time, with a very easy-to-cross bridge at that time.
