Need more information. A lot of what you can do depends on how secure is his job, who you can find that might be a threat to him.

Since you are on a Military base, the possibilities include Military personnel, Government Contractors, or Federal Employees. I think each one has different leverages.

Your guy is probably some kind of network administrator or something similar. The combination of arrogance and unconcern that people would catch him not working would seem typical of these guys.

If you can't get rid of him, can you drive him nuts by doing things that annoy him like putting up pictures of Trump as commander in Chief?
