No, that is not how it works. If the CIA has REAL evidence then the election is thrown out. The Electoral College will vote as unbinded members and select our next president/vp. If they can’t do it, then Congress will.
This fake propaganda story needs to be brought to a serious halt! Trump winning the election is not a National Emergency justifying the use of Propaganda against the American People!

If this were true and the CIA were even REMOTELY competent, they would have prevented it.
So basically what they are telling us is that they are incompetent. Since they are incompetent, there is no reason to listen to them.
Actually, there is nothing in our constitution to allow a “re-vote”, and nothing in the laws passed to implement the presidential vote to provide for it.
If there was clear evidence that a state’s vote was rigged by someone, and they could prove that the other candidate won, the state could request, or maybe even vote and require, that the electors vote for the candidate who actually won. But “picking the electors” is about the only thing that is available at this time.
I would also presume that if a candidate learned that they had actually lost, and that the election was in fact rigged, the candidate would resign, because of honor. Not sure a democrat like Clinton would do that though. Not sure if Trump would do that.
Of course, there is no evidence of anything like that. All they are talking about is whether the Russians helped get the truth out about Hillary because they hated her
