In addition to ice, the first snow, especially if it comes after a long rainless period, can have a thin road oil slick mix with snow, a tough combination for traction. I saw many cars spun out because of this on I-83 near York PA a few years ago. There was no ice.
And BTW...it doesn't have to be newcomers.I've lived in New England my whole life and have been driving for 40+ years and every year I have to "re-learn" winter driving.It doesn't take me long but it does happen.
Somehow I never get tired of watching these videos.
We were in Montreal last February during a blizzard. The roads and sidewalks were a disaster. No salt and barely cleared. We barely made it across the border but the second we hit New York the roads were perfect.

So no one in Montreal knows what 4-wheel drive and road salt is?
And at the first crash the cops should have arrived and blocked off the hill so no one else would be dumb enough to go down it.
Oh well, we will see this crap in Michigan soon enough with all of the people from the SW moving up here.
Almost as good as the old video of a garbage truck in the same conditions. By the time it got to the bottom of the hill I think it mangled 8 to 10 cars, including some trying to get out of its way. Nothing quite like moving when you have the wheels LOCKED! Physical laws have no mercy and there is no appeal!
When I was a kid I watched one of these. Car after car came down the hill only to be collected into the accident... including a police car. There wasn’t really much damage being done.. They just slowly came down the hill and dinged into the cars at the bottom. There was nothing anyone could do about it. I must say that from a kid’s perspective it was rather entertaining to watch.
Looks like most of the “weens” are government employees. Banged up a lot of nice city-owned vehicles, there.
Is it just unthinkable to cordon off that hill, put up barriers and block it until it can be treated?
It’s what they do down here in the south.

Just cause there’s snow on top of the ice, doesn’t mean you blame the snow.
