Could you flesh that out a little for us.
Monday, cost estimates and vote tabulation method will be provided by county clerks to the commission by noon. Commission officials will provide estimated statewide costs to the campaigns of both Stein and De La Fuente by the end of the day.
Tuesday, the Stein and De La Fuente campaigns must pay for the recount. Once full payment is received by either campaign, the commission will issue a recount order to all presidential candidates.
Wednesday, commission staff will hold a teleconference in the morning for all county clerks and canvass members to outline the process and rules of a recount. Since a 24-hour public meeting notice is required for the recount, each county must post its notice by Wednesday.
Thursday, recount begins in every Wisconsin county.
Dec. 12, all county canvass boards must be completed by 8 p.m.
Dec. 13, Elections Commission staff will prepare the official recount canvass certification by 3 p.m.
well, the law’s stipulations are quite lax “cash or any method deemed acceptable to the clerk” which could mean a paper IOU for all I know.

That may well be correct. But who says he’s ignoring this? I bet him and his
lawyers are following it in detail. Nothing for them to do until it either begins
or is denied. The ball is in the States hands to determine their actions.
Stein/Clinton only have one shot at A statewide recount in PA and that will today before a state judge. Along with the petition they must provide prima facia evidence of fraud or tabulation error according to PA Law. Since Stein and Clinton have both stated they have no evidence of fraud or other irregularities, if the judge follows PA Law, they must deny their petition due to lack of evidence!
If the judge wrongly approves the petition, then the judge is violating not only PA Law, but also Federal Law (Safe Harbor Law). One of those provisions prohibits states from changing election laws/rules AFTER the election. By approving this petition without adequate evidence, the judge would in essence be changing the law/rules post election and thus violate not only state, but federal law as well.

The count was corrected before being submitted.
It appeared to be an issue only in that area so not really sure what to make of it.

I don’t know if Jill could have come up with that 1.1 million dollars in-hand by the filing time.
That’s the key, when were the first 1.1 mil available?
Stop it how? It’s a legal process that the candidates are entitled to if they
follow the rules and make the payments.
Changing the 50 State rules regarding this process will take some effort.
I wonder if Hillary is hoping that specific precincts in Philadelphia can discover enough additional votes for her to overcome Trump’s substantial margin in the state? Even the MSM might have a hard time believing that...and I think Trump can have observers watching the recount if one did take place. 100% turnout might be one thing, but getting away with 1000% turnout (or higher) may be harder.

Stein’s petition has no basis in fact. It appears she has not paid any filing fee.
She has not complied with law (the WEC isn’t either). Shut it down.

Sounds pretty straightforward.
And proof that this is a stunt to claim that the court stole the election for Trump, just as they did in 2000 for Bush.
I hope the are charged under RICO , money laundering, wire fraud and anything else in the kitchen sink, the bathroom sink, the bathtub and whatever is floating in the toilet bowl...
70,000 votes in a few Philadelphia precincts found at the 11th hour would probably raise more than a few suspicions. And beg the question of what the election officials were smoking during the initial tabulation.
