Found this quote from Wisconsin Elections Commission Director(Head Election Person) Mike Haas(Democrat)
" There's a little bit of ambiguity in the statutes,' Haas said. 'In one place, it states that the fee must be paid at the time the petition is filed; another statute indicates once the petition is filed, that's when our agency calculates an estimate."
"Once a recount order is issued by the commission, clerks across the state have 13 days to complete it, Haas said."
So I am guessing no fee has been paid.
Trump could question the ambiguity in court ( kill time ).
Get an injunction to stop any recount until the ambiguity is cleared.

If the parties were reversed, the Democrats would instantly hire a David Boies, or some other $2500/hr super-connected DC lawyer, who would be flown by private jet to Madison, who would immediately file fifteen or twenty assorted lawsuits, petitions, writs, estoppels, torts, briefs, and pleadings, and the "recount" would be stopped by lunchtime tomorrow.
The MSM would gleefully report something along these lines:
"A Republican-backed attempt to challenge the lawful results of the recent presidential election was quashed today by a federal judge in Madison, Wisconsin." A spokesman for the incoming Clinton administration scoffed at the effort, which she characterized as "a pathetic joke" and a "keystone cops routine, typical of the desperation and panic in which the Republican party finds itself not that its election fantasy has come face to face with reality."
I would hope DJT would be capable of coming up with a similarly aggressive counter-strike, but I'm not counting on it, if for no other reason than I don't think he has the ability to pick up a phone and get two or three Supreme Court justices to help him correctly target his judicial strategy, like the Democrats do when they have a national issue to deal with.

This is how it works in WI. All court challenges go to Dane County District Courts, that would be Madistan. Liberals all. Even though our Supreme Court, governor and both houses of the legislature are conservative. Probably why Stein picked WI first.

All they need to do is find a friendly federal judge that will allow the recount to proceed. An emergency call to the Supreme court will likely end up 4-4 which will remand the case to the lower court.

"Monday, November 28: Cost estimates and vote tabulation method provided by county clerk to WEC by noon. WEC provides estimated statewide costs to both the Stein and De La Fuente campaigns by close of business.
Tuesday, November 29: Stein and/or De La Fuente campaign submits payment to WEC. Once full payment is received by either campaign, the WEC will issue a recount order to all presidential candidates."
